In WHMCS, the system sets all orders to the Pending status until you accept them. 

The system automatically activates and provisions the order's items using your product provisioning and domain registration settings. Depending on your configuration, the system may provision accounts and register domains while the order remains in the Pending status. 

You can review and accept orders in the order list at at Orders > List All Orders.
